Staffing Functionality
Personnel Action Details
Added the ability for HR and Onboarding users to document and maintain Personnel Action Details throughout the hiring and onboarding process. The Personnel Action Details section includes optional dropdown fields for Nature of Action Code (NOA), Legal Authority Code #1 (LAC #1), and Legal Authority Code #2 (LAC #2). Users can search by full or partial code or description, select one value for each field, populate the legal authority code fields independently, and remove values no longer applicable.
Linked Records and History
Personnel Action Details are carried forward from the associated Onboard New Hire Request or Certificate Audit when a New Hire record is created. Updates made on the Onboard New Hire Request, New Hire record, or Certificate Audit modal are synchronized across all linked records. All changes made are recorded in History, including the user, date and time, field changed, previous value, and updated value.
Request
Cross-government Hiring Actions
Added a modal when an active cross-government hiring action may be available for the same or similar position. When an HR specialist approves a vacancy request, the system evaluates active cross-government hiring actions for a matching series and at least one matching grade. Location is also evaluated when location information is provided on the request or the cross-government hiring action. When a potential match is identified, the system displays the Potential candidates available for your position pop-up modal, which explains that qualified, vetted candidates may be available in an existing Talent Pool and requires the HR specialist to review additional information before continuing. The Continue approving my request and Delete my request options remain disabled until the HR specialist selects either Review announcement for potential match or Sign into USAJOBS Agency Talent Portal.

If the HR specialist selects Continue approving my request, the system displays a secondary pop-up modal requiring the HR User to select a reason for proceeding with the agency-specific recruitment before completing request approval after being informed that cross-government certificates are available. Users may select one or more of the following reasons:
- I’m clearing CTAP/ICTAP
- I’m using an agency-specific Direct Hire Authority
- My position is outside of Title V
- The cross-government hiring action does not align with my area of consideration
- The cross-government hiring action does not align with the duties of my position
- The cross-government hiring action does not fully cover my desired locations and/or grades
- The hiring manager(s) already reviewed available candidates from cross-government certificates and did not make a selection
- I’ve requested access to the cross-government hiring action but want to move forward with my recruitment in case we don’t make a selection
- I’m not able to get access to candidates from the cross-government hiring action
- Other reason(s) not listed - Additional details required (500-character limit)
Note: Interdisciplinary requests and expired cross-government hiring actions are excluded from the matching logic. A cross-government hiring action is not identified as a match when the series does not overlap, when no grade overlaps, or when no active cross-government hiring action overlaps with any grade on the request. Closing the prompt returns the HR specialist to the request, and the request remains unapproved until another action is taken.

Onboard New Hire Requests
Added the Personnel Action Details section when creating and reviewing Onboard New Hire Requests. For approved requests, NOA, LAC #1 and LAC #2 remain editable while the request is in Selection Made status and are read-only when the request is in Complete or Cancelled status.

Certificate
Certificate Audit
Added NOA, LAC #1 and LAC #2 to the single-applicant Certificate Audit modal. The fields are available when the Audit Code is Selected and the Return Status is Hired or Vetting.
New Hire
New Hire Records
Added the Personnel Action Details section to New Hire records. NOA, LAC #1 and LAC #2 are editable in Active, Inactive, and Complete statuses and are read-only when the record is Cancelled.
